The set randomly drops from Shax, engrams, and that's all I really know. It's not any factions and the set wth the exception of the helmet is great stat wise, if you use it with the fwc or Nessus reputation set it gets rid of the pony tail and are the only sets I've seen with 3 recovery stat available with out using a exotic helmet.
