I always have this behavior from Raw cones. They always burn fast AND run. I've tried grinding my product close to a fine powder. I've tried breaking it up finely with my fingers and ive tried breaking it up haphazardly (larger than fine but not in clumps). I've tried dry product and tacky product. Always the same experience.
When I roll my own cones using (so far) ANY paper not prerolled, burns slower and only runs when I leave a loose spot in the joint. I think something happens when they get prerolled and lay on one side of the cone. Next time you buy a set, try to pay attention to how its resting in the store and what side of the cone is laying on. See if thats the side that runs.
