Although you can say that the government is copying the black market, you could also say that Canadian dispensaries, and Marc Emery himself, copied the Amsterdam coffee shop and seed bank models. Maybe the Canadian government is copying Amsterdam directly and the dispensaries are just being presumptuous. And btw weed is still plenty expensive in Amsterdam coffee shops, though on the good side at least it's usually adequate quality. Was it reasonable when Marc was selling DJ Short's Blueberry seeds for $250 for 10, before feminization was invented? That was some serious profiteering right there. The fact that Marc squandered the proceeds promoting legalization in the US didn't help the consumers any. But the dispensaries were getting out of control before Canadian legalization, now there's way fewer weed stores, which is good for the real weed business, commonly called the "black market" but which is in fact the "free market", there's just no storefronts involved, because that would be too conformist. Real weed producers don't pay people minimum wage to sell their weed for them, they have integrity.
