That’s a fake cloud. The circle that this guy did inside of this cloud showed that there was an object outside of the circle—steering it. Look up at the clouds we see an there is always some kind of circle inside the larger clouds. This is recent finding, it has not always been like this. I have noticed this on some clouds. Sorry I’m not making a joke because this is some weird nasa creation that they lost control of while testing it out in this country. Google “weather modification” and find the patents available for making fake cloud technology.
